Just for future reference, you can look in java/test-reports under your Axis root dir, and
you'll find the outputs from the various tests in there.  If you sort them most-recent-first,
you can open up the top one and see what went wrong.

The current CVS source works fine for me too, I'd take a wild guess and say you may have some
kind of classpath problem (utils might be picking up an old resource.properties which is missing
a message or something....).
