Hi Rich:

Your comment here says that the message is "decoded" twice - do you mean "serialized"?  If
that's the case, something is broken in the SOAPPart code, because that is supposed to cache
the "current" form of the message and only do transformations like serialization when necessary....
 If not, what did you mean?
