Could you send us a minimal test-case which demonstrates this problem?  I don't 
believe this should be happening, as I'm currently looking at the string 
serialization code which does indeed encode all strings.  We even have a test 
for this (test.encoding.TestString).  Please send us some code.  Thanks!
