JavaWriter throws IOException when writing Faults - that's BAD

Summary: JavaWriter throws IOException when writing Faults -
                    that's BAD
           Product: Axis
           Version: current (nightly)
          Platform: PC
        OS/Version: Windows NT/2K
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: WSDL processing
        AssignedTo: axis-dev@xml.apache.org
        ReportedBy: agrawal@lucent.com

JavaWriter's generate() throws an IOException when it discovers a duplicate
file when checking isFileGenerated. This works ok for everything except for
faults since it is in a loop. So the moment it finds a duplicate class, none
of the other fault classes get generated.
