Axis does not correctly HTML-encode <'s and >'s

Using the same example, the following Java code:

UrlType url = new UrlType();
url.name = "</name>";

Axis generates pathological XML:

<url>
  <name></name></name>
</url>

Axis forgot to HTML-encode (?). Axis should automatically encode/decode like 
Apache SOAP did.
