Not according to the JAX-RPC spec.  That spec has a set of rules to convert XML 
names to Java-conventional names.  It must deal with all sorts of identifiers 
that are legal in XML but not in Java, like "123%:-Hi.There", so it often CANNOT 
just use the name given in the WSDL.  It must have a baseline, so it uses the 
Java naming conventions, and by convention methods begin with a lowercase 
letter.
