  This is to repair a subtle problem in the functional test execution.
  
  There wasn't an explicit mkdir for the test-reports, but I added a super clean
  that removed it last week.  There were a couple of places where it was recreated,
  and in my new test structure is is checked and created if not there.
  
  So I added in a new mkdir for the test-reports tree at the junit execution target
  to ensure that this path will exist.
