This is not a bug.  This is working as designed.  ONLY the top-level WSDL file 
is used to determine the anchor from which all references are calculated.  If 
you want everything to be generated, you must use the --all flag.

Here's a reason for the design.  Say Your.WSDL is complete with types, 
portType, binding, and service.  Your.WSDL happens to define some types that I 
would like to use.  I can write My.WSDL to import Your.WSDL and My.WSDL can use 
your types.  It would be a nuisance to me to have your SEI, stubs, and service 
classes generated along with mine when all I wanted were your types.

I'm going to leave this bugzilla open for a little while so we can discuss it on 
axis-dev.
