AXIS config crashes w/ NullPointerException when classloader = null

Apparently AXIS BETA 3 has a similar bug to that in commons logging.
getClassLoader can validly return null when the class was loaded by the boot 
class loader. In this case I beleive ClassLoader.getSystemClassLoader() is the 
best thing to do.

As such (the one i've found so far, are there more?) at:

   org.apache.axis.configuration.FileProvider line 198

has

 myInputStream = engine.getClass().getClassLoader().
                                getResourceAsStream(filename);

which gives:

java.lang.NullPointerException 
 at org.apache.axis.configuration.FileProvider.configureEngine 
(FileProvider.java:198)
 at org.apache.axis.AxisEngine.init(AxisEngine.java:180) 
 at org.apache.axis.AxisEngine.<init>(AxisEngine.java:165)
 ...
