According to the API, javax.xml.rpc.handler.HandlerInfo.getHandlerConfig() should return 
an empty java.util.Map if setHandlerConfig(...) has not been called.

In 
org/apache/axis/handlers/HandlerChainImpl.java (line 85):
> HandlerInfo handlerInfo = 
new HandlerInfo(ClassUtils.forName(className), null, null);
should be replaced by:
> 
HandlerInfo handlerInfo = new HandlerInfo(ClassUtils.forName(className), 
java.util.Collections.EMPTY_MAP, null);

In addition, it should be possible to 
dynamically configure the Handler at deployment time. See Sun's reference 
implementation:

example of config.xml (Sun's specific deployment 
descriptor):
...
<handler className="my.Handler">
  <property 
name="configurableProperty" value="123"/>
</handler>
...

accessing the property 
from the handler code:
public void init(HandlerInfo handlerInfo) {
  Map config = 
handlerInfo.getHandlerConfig();
  String configurableProperty = 
(String)config.get("configurableProperty");
}
