Dana,

This is by design. Tomcat picks up the JAR's in WEB-INF/lib and we have no
control of it. IF we had a class-loading mechanism to pick up jars from
SOMEWHERE ELSE, then this would have been a bug. So am closing this bug.

Note: You could open another Enhancement Request for creating a dynamic class
loading mechanism for on-the-fly replacement of deployed services.
