It turned out that category.fatal does not halt "ant clean all" - my
mistake. So no change to InternalException is required. The new testcase is
repeated below.

Here's the new file contents. It needs to go in
xml-axis/java/test/chains/TestSimpleChain.java. I presume the copyright
date is 2002 since I wrote it in 2002.
