On sparse or partially transmitted we should probably wait and see what
happens in 1.2 since they *might* choose to remove 'em.

JAX-RPC indicates that the following array support is necessary in the
runtime

Done          1) Support for the 3 encoding styles listed in the XML-Schema
Table 18-1
I added 12/14 2) Support for arrays of arrays
Not Tested    3) Support for multi reference elements
No            4) Support for multi dim array types (i.e. soapenc:arrayType
="xsd:string[2,3]")
No            5) Support for sparse arrays
No            6) Support for partially transmitted arrays.

I am looking at 3 and 4 right now.

For 5: any comments on when the serializer should send a sparse array
versus a normally array encoding?  What percentage of nill values?
