Just a quick reference - if you're looking at an API for SOAP with
Attachments, check out how Grand Central uses the old Apache SOAP in
their SDK.

Grand Central's web services architecture makes heavy use of
attachments. The developer API that they have in their SDK doesn't
expose any Apache classes at all, but underneath it uses Apache SOAP
to do some of the lifting. 

So, two things to look at:
  They have an API for accessing attachments.
  They used attachments through Apache SOAP.
