The only problem I see with this restriction is that it means you can't turn "any" existing
class into a web service. I think that's a nice feature to have.

  As you surmise, JWS only works with packageless classes at the moment.  I don't personally
see a problem with keeping this restriction.

    Does JWS instant deployment only work when the class being deployed doesn't contain a
package statement? I've tried lots of URL variations to access the WSDL of such a deployed
class and can't get it to work. Has this case been tested?
