Avalon excalibur has a target that can be used to build just the CLI
support.  It consists of 6 classes and 1 nested class.

Given that there will likely be users who wish to deploy both Axis and
other Avalon components, checking a snapshot of excalibur into the Axis
code tree is likely to create version incompatibility problems.  Excalibur
is actively being developed and maintained.  It has stable interfaces at
this point, but if a "stale" implementation is embedded in the axis jar,
then people deploying both Axis and other Avalon components may be
surprised.

My personal opinion is that releases should contain stable versions of
dependencies.  For developers, current versions of all dependencies should
be uploaded into http://xml.apache.org/dist/axis/nightly/ .
