If you're talking about Axis' XMLUtils then yes you're off the mark.
If you look at the original way I coded up the JAXP stuff everything
was done in-line (ie create a DocBuilder when I needed it).  After
that all worked I moved those common methods into a common
file (XMLUtils) - simply because file share similar names does not
mean we stole someone's idea.  Speaking just for myself and this
JAXP stuff, nothing was "adapted" from SOAP.

As to other files, you may or may not be right but you need to keep
in mind that  most of the concepts (ie. QName) are not exactly
rocket science and there probably aren't too many ways to code
up these simple ideas - so again just because things share similar
names doesn't mean things were copied.

ps. Use of the word "adapted" was based on Sanjiva's previously
published efforts and all rights and considerations should be extended
to this exclusive and unique use of such word and variations thereof.

Talking about the JAXP code .. this code was written by Ruth Bergmen
for Apache SOAP and then adapted for Axis by Dug. Dug, if you didn't
use (or view or get inspired by) Ruth's code then this note is off
the mark w.r.t. to that specific file, but the general gist is still
the same.

I have seen several Apache SOAP things get sucked into Axis. This is
excellent; as a new Apache implementation of SOAP it is vital to learn
from the good and bad features of the previous implementation. Otherwise
we'll invent yet another not-round-enough wheel.

However, I have been disappointed at the lack of credit given to the
original code (authors). I have ignored this previously (NSStack and
QName are two that I recognized close similarities with) but chose
not to do so when it was Ruth's code ..

I urge Axis authors to please pay attention to credit issues when
migrating old code to the new base. Changing the package name and
changing the indentation or spacing does not make you the author of
the code .. if the code is based on Apache SOAP code, please put
"based on XYZ's foo.java from bar" or something like that. Contributions
to open-source projects are often motivated by individual recognition.
Ignoring the individual who made the contribution (or upon whose
contribution your work is based) does not encourage continued
participation.

If you feel I'm off base I'm sure I'll hear about it (plenty).
