Can you try compiling and running this:

import java.io.FileInputStream ;
import org.apache.axis.Message ;

public class test {
  public static void main(String args[]) {
    try {
      FileInputStream inp = new FileInputStream( args[0] );
      Message         msg = new Message( inp, "InputStream" );
      msg.getAs( "Document" );
      System.out.println( "ENV: " + (String) msg.getAs("String") );
    }
    catch( Exception e ) {
      e.printStackTrace();
    }
  }
}
=========================================

==> java test deploy.xml
should just echo "deploy.xml"
