It's look strange:

Yes, i have in E:\Program Files\Apache Group\Apache2\Axis\libs  both of these files (AxisServer.dll, libexpat.dll).
My Path has this node ( E:\Program Files\Apache Group\Apache2\Axis\libs) too.

i discribe my operation once more:
------------------------------------------------------------
1) Install apache_2.0.35-win32-x86-no_ssl ( from apache_2.0.35-win32-x86-no_ssl.msi)
  
----- domain -server - webmaster i set to valid value, but  i am at local machine now that i assume this parameters not take great importance.

----- Check http://localhost , so Apache work properly.


2) Copy AxisExtract/deploy to E:\Program Files\Apache Group\Apache2\, and then rename this folder into Axis

3) through CONTROL PANEL ->SYSTEM->ADDITIONAL->ENVIROMENT VARIABLES i create in USER Enviroment variables and System variables AXIS_HOME and set it to E:\Program Files\Apache Group\Apache2\Axis

4) through CONTROL PANEL ->SYSTEM->ADDITIONAL->ENVIROMENT VARIABLES
i change PATH in USER Enviroment variables and System variables  and add to it E:\Program Files\Apache Group\Apache2\Axis\libs;

then in RUN->cmd.exe  session i write 
path E:\Program Files\Apache Group\Apache2\Axis\libs;%PATH%

5) Restart Machine

6) IN Far (command string) i type "path" and  have seen that this libs in path

7) I  add these lines to the end of ....Apache2\conf\httpd.conf
LoadModule axis_module modules/mod_axis2.dll
<Location /axis>
SetHandler axis
</Location>

8) i copy AXIS_EXTRACT\bin\mod_axis2.dll to Apache2\modules
//There are only mod_***.SO in this folder, and no one *.dll before

9) i copy Apache2\Axis\axiscpp.conf_win to Apache2\Axis\ as axiscpp.conf
AXISLOGPATH:Axis\logs\AxisLog.txt
WSDDFILEPATH:Axis\conf\server.wsdd

10) i create AxisLog.txt in Apache2\Axis\logs and copy Axis\conf\server.wsdd_win to server.wsdd

11) i install expat_win32bin_1_95_7 and add to the path Expat and copy
libexpat.(dll +lib) 
libexpatMT.lib
libexpatwMT.lib
libexpatw(dll +lib)
xmlwf.exe 
to C:\Windows\system32

then i copy libexpat.dll to Apache2\Axis\libs.
Then Apache2\Axis\libs includes libexpat.dll and AxisServer.dll

12) When i start Apache it is say
Syntax error on line 946 of E:\Program Files\Apache Group\Apache2\conf\httpd.conf :
Cannot load  E:\Program Files\Apache Group\Apache2\modules\mod_axis2.dll into server:

------------------------------------------------------------------------
furthermore, when i have done the appropriate installation process with Apache 1.3.14-win32,  Apache is crashing with WINError ( and suggestions to send  report to Ms with dll-dumps)


...I Really want to work with WebServices :(
