Subject method parameters belonging to different namespaces

Hi,

The current Axis C++ does not handle method parameters that belong to 
different namespaces. For instance, in an XML schema a complex type can be 
defined by extending a type defined in another namespace. If this 
complextype is a method parameter then XML tags belonging to the base type 
need to qualified by a namespace.

Function SoapSerializer::AddOutputCmplxParam accepts namespace as the last 
argument ("pNamespace") to the function, but then does not use it.

FYI: Axis 1.1 for Java handles this case.
