The problem lies on the action specific to the above soap message. Since currently soap action
dispatching in axis2 (both in c[1] and java[2]) expecting to have the operation name at the
later part of the action followed by a '/' (for an example: http://some_uri/operation_name.
since the above soap message action doesnt follow that, it fails to dispatch.

I got to know this is how soap action dispatching done with Axis2 architecture. So with axis2
this type of messages need to be dispatched using some other ways. (uri based, ws-addressing
