This error happens when the deployment engine cannot locate the library file mentioned in
the services.xml file. 

As an example, if you have the following in your services.xml file:
<parameter name="ServiceClass" locked="xsd:false">majcsp</parameter> 
 then you have to have the service shared library with the name libmajcsp.so

It is a bug that the server crashed if the shred lib is missing. I have fixed it to return
a meaningful error in this case.
