As per Damitha's suggestion I'd like to have a similar dir structure in rampart.
So the structure would be
$AXIS2C_HOME
    |-rampart
       |-include
       |-config--------|-un_ts_axis2.xml
                           |-encryption_axis2.xml
                         
And samples are copied to $AXIS2C_HOME/bin/samples.
This includes the two sample password callback modules and the echo client samples.
