Sending MIME headers when client did not use MIME haders is a bad idea. In this case, we have
to drop mime haders if we are not sending MTOM optimized. Even if are are sending MTOM, we
need to figure out if the client could understand us - that is select between optimized vs
base64 automatically. Need to look into this to do the correct thig here.
