I would vote for a combination of C/C++ If that is the only reason.
Since, we'll loose lots of other features down the line if we wouldn't.

Well we are thinking of pure C. Those who need C++ could then easily
wrap.
One of the problems we had with Axis C++ 1.x family was that those who 
wanted C had to do it in the hard way - wrapping C++ in C.
