test port is the port that the server (your service) is running on.
monitor is the port that the monitor listens on 

so testport needs to be 80 in your case.
and monitor any free port(not 80) e.g. 13260

Hi John,

I changed the testPort to 8080
MonitorPort to 13260 (I tried 8080 then also it was hanging)
Apache is running on 80

Still it's hanging after sending the request to port 8080.

In antservices.min I had to change the following

# Location of wsdl2ws for Deliverables #
########################################
dir.wsdl2ws = ${dir.release}/lib/axis
 which was

dir.wsdl2ws = ${dir.release}-bin/lib/axis

When I put dir.wsdl2ws = ${dir.release}-bin/lib/axis ANT build failed
when I gave the following command

ant -f services.xml -
Ddir.release=/home/rangika/checkout_May19/obj/package/axis-c-1.6a.n-
Linux-bin/ 

Do u also get this problem? Is my configuration correct?
