Currently the trace tool only provides time to the nearest second, padding milliseconds with
0's.

These methods provide millisecond precision timings:
Unix: gettimeofday
Windows: ftime

Note: ftime is actually available on unix platforms, but the various commentaries I read about
this recommend the use of gettimeofday.
