Adrian Dick resolved AXISCPP-487:

    Resolution: Fixed

Addition of an additional serializeAsElement method to BasicTypeSerializer, taking a namespace,
and exploitation into SoapSerializer::serializeAsElement.

If this new form of serializeAsElement is used with a namespace provided it will be declared,
so care needs to be taken that namespace is validated before use.  See modified SoapSerializer::serializeAsElement
for an example.
