    Resolution: Fixed

Added the functionality. The new usage would look like:

 InteropTestPortType ws(endpoint, APTHTTP1_1);
                                                                                         
                                                                                  
    //set SOAP headers
    IHeaderBlock *phb = ws.createSOAPHeaderBlock("TestHeader",
                "http://ws.apache.org/axisCppTest/");
        INamespace* nsp = phb->createNamespaceDecl("myprefix", "http://apache.com");

The out put would be:

<SOAP-ENV:Envelope ....
<SOAP-ENV:Header><ns2:TestHeader xmlns:ns2="http://ws.apache.org/axisCppTest/" xmlns:myprefix="http://apache.com">......
