This was fixed for 1.3 final and AXISCPP-184 was closed.

Environment: xerces 2.5 and xerces 2.6

Description:
when using Xerces parser, xml element such as: <some>&lt;String&gt;</some>,
would only get the last ">", other content lost.

reasons maybe: xerces parser call XercesHandler::characters() twice,
the first time return content "<String", and the second time return ">". the second
value cover the first one.
