How should the Axis Core decide whether the transport library needs to be loaded? Can we say
that the transport library is needed only for the client side? in which case we can simply
wrap the implementation of the SOAPTransport::initialize method with AXIS_CLIENT_LIB.

At Axis C++ server start up it searches for AxisTransport dynamic library and if it cannot
find it the Apache server does not start. Axis C++ server should work without AxisTransport.
