I just forgot to add the src/main/resources content.

The problem with the resource transformer is that it assumes other projects' notice files
are correct, which I found was not generally the case. To generate the avro-tools license,
I went through the jar content and located the license and notice for each included project.
The dependencies' notice files didn't have anything [legally required|https://www.apache.org/dev/licensing-howto.html#mod-notice]
and everything that was there should instead be in the license file.
