This eliminates all javadoc warnings except two which cannot be easily removed.

A private abstract class in SchemaBuilder (FieldDefault) is made public since javadoc references
one of its methods.  It's formerly protected methods are made package-private so that they
remain invisible in javadoc.

The escaping of a hashtag in the compiler's velocity templates did not function as intended
causing generated code to emit javadoc warnings.  The template is altered to avoid using a
hashtag.
