One more thing to update relevant to releases are the publishing instructions for PyPi.  These
are in:

https://cwiki.apache.org/confluence/display/AVRO/How+To+Release#HowToRelease-Publishing

We need to add instructions here for publishing the Python 3 release artifacts.
