This is equivalent to parse(url.openStream()), no?

A URL is generally less available than a File.  Most applications that used URLs for Schemas
would probably require more than this, since they'd probably want to cache the content, perhaps
to a file, so they could continue to operate when the URL's content is not available on the
network.  So I wonder if this method will be that useful on its own.

Do you have a use case where this API would be convenient?  Can you please describe it a bit?
