The vote of a majority of the directors present at a meeting at which a quorum is present shall be the act of the Board of Directors." Am I correct in rewriting this as: "Quorum and Voting. A majority of the number of PMC members shall constitute a quorum for the transaction of business. The vote [on procedural issues] of a majority of the members [during some period within] which a quorum [votes] shall be the act of the PMC."
