SAR-INF requires manual deletion for redeploying

Summary: SAR-INF requires manual deletion for redeploying
           Product: Avalon
           Version: 4.0b3
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Phoenix
        AssignedTo: avalon-phoenix-dev@jakarta.apache.org
        ReportedBy: weitzman_d@hotmail.com

When you drop a new .sar file right on top of an old one, any new assembly
files (and similar configuration) will not be extracted into the apps/SAR-INF
folder. You get the new class files, but not the new configuration.
