At the current time .sar files/applications are extracted to the directory when 
they are deployed initially. Everytime they are redeployed to same location the 
files contained in .sar will only extract files that do not already exist on 
the filesystem. 

So if version 2 of X.sar contains a newer version of file compared to version 1 
but version 1 is installed then the old file will not be overwritten. 

We need to be able to specify flags so that some files will always overwrite 
old version etc.
