Subject [proposal] Merlin TLP

Over the last few weeks there have been discussions concerning the 
refactoring of Avalon.  Initial discussions on IRC (log is available on 
http://www.apache.org/~niclas/irc/2004-04-25.150335.txt) implied a 
breakout of Fortress and Merlin into separate projects.  Subsequent 
consensus gathering used the Avalon wiki clarified respective interests 
(http://wiki.apache.org/avalon/Reorganization).

Out of this process a proposal has been created for the separation of 
the Merlin project into a independent TLP (Top-Level-Project).

The proposal focuses on a product-driven community model, grounded on 
the principals on "one spec, one product, one community".  The members 
of the proposed PMC would like to move forward with the finalization of 
the Merlin TLP proposal for submission under the next BOD Meeting.
