That approach increases the coupling of things. We should never be using the same interfaces
in the client-API as is in the kernel space. So if we were to go this path then we need to
create a new different interface and place it in phoenix-client.jar - this may mirror the
SystemManager interface but should not be the same thing.

However I still think thats a bad idea as it increases the level of coupling. New interfaces
are always higher coupling than new methods and while it is acceptable to return established
public APIs (ie javax.management.MBeanServer) I don't think it is worth the cost to add custom
APIs - especially when they are not well tested.

If we went with the export/unexport API then it would be simple to create a SystemManager
like layer on top of that and do it completely in clientspace anyway. Is there anything wrong
with this?

We need to make it possible for Blocks to export child objects to external systems. The way
to do this would be to add following to BlockContext.

void export( String name, Object child, Class[] interfaces )
void unexport( String name )
