[CLI] Odd(Buggy?) handling of PARAMETERS_REQUIRED_2

Summary: [CLI] Odd(Buggy?) handling of PARAMETERS_REQUIRED_2
           Product: Avalon
           Version: 1.0b1
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Excalibur
        AssignedTo: dev@avalon.apache.org
        ReportedBy: jkb@stian.freeserve.co.uk

[This is using Avalon 1.4 - not in the drop-down list]

The behaviour of the PARAMETERS_REQUIRED_2 option is not clearly described - it
would be helpful to have an example of the use of it in the package
documentation, as well as DUPLICATES_ALLOWED.

It is also not clear whether the following behaviour is expected, or is a bug:

...
 new CLOptionDescriptor("prop",CLOptionDescriptor.ARGUMENTS_REQUIRED_2,
	'p', "property"),

...

Try this with the following command lines:

java Test -px=y # OK, getArguments(0,1) = (x,y), count=2

java Test -p # Error: missing argument
java Test -p x # Error: unable to parse first argument for option p
java Test -p -x # Error: unable to parse first argument for option p

The above are all as expected.

This is a bit odd:
java Test -px y # OK, getArguments(0,1) = (x,y), count=2

This is not at all expected (by me, anyway!):
java Test -px # OK, getArguments(0,1) = (x,), count=2 ??
The second argument is the empty string ... surely the missing second argument
should cause an error to be generated?
