yup. Work on this should probably done @ 
http://incubator.apache.org/drafts/ together with whomever is writing that.

this stuff should be in a central place for all of apache. See 
http://www.apache.org/dev/committers.html#general. I'm working on 
something like http://www.apache.org/dev/contributors.html targetted at 
committers to replace the committer FAQ.

nope, but the old location does work. I contacted the gmane people about 
a rename but got no response.
