The sad truth is that the project for all intents and purposes
is dead.  It has not had any commits in a very long time.  The
measure is a last ditch effort to see if it can have life
breathed back into it.  Its a question of whether or not there
is enough people with the itch to scratch.  Sourceforge does
have many many people that at least browse the site every day.
Apache doesn't have the infrastructure to search all the
applications and point them to where they need to go.  Because
Apache has some very focused communities, the user kind of has
a general idea of where they need to look for the type of
project they are looking for.
