Steve, I don't think you get what Paul means. Paul's diff IIUC is:

<        Any vote conducted by the PMC may be closed within 7 days of its
>        Any vote conducted by the PMC may be closed 7 days after its

ie don't close votes _within_ a week but _after_ a week.

sounds okay to me.
