Subject Prerequirement for DefaultThreadManager.

Is there any prerequirement for using
o.a.a.c.block.thread.DefaultThreadManager?
Below exception occured when DefaultThreadManager without phoenix.

java.lang.IllegalStateException: Unable to access thread pool due to

2002-03-13 version of avalon is works. but current versions not works.
Is this bug of o.a.e.thread, threadcontext or my fault? ;)
