the best option is to check it out from CVS; instructions for
doing this are at http://jakarta.apache.org/site/cvsindex.html.

There are also source snapshots at
http://jakarta.apache.org/builds/jakarta-avalon/release/avalon/v4.0b1/src/
but if you have CVS you should really consider using that as the docs
for the beta 1 release are flawed (or simply missing).
