    One more style nit: our style for contination indents is to indent four spaces rather
than align method args. Additionally a continuation-indented line should be immediately followed
by a blank line. Which is to say, this (and other instances of aligned method args) should
be formatted as:

            Offer offer,
            ResourceSlot taskSlot,
            ...
            TierInfo tierInfo) {
            
          requireNonNull(offer);
          ...
