This is unrelated to twitter.common.app.  We've only implemented the executor vars routing
as plugins to our internal observer and internal executor since originally they were only
used for exporting metrics about service discovery which was also internal-only at the time.
 We could start looking into open sourcing those plugins but I think we should only do that
once there is more clarity about the future of the observer.
