If we can get to 'a' before the first release that would be great, as all dependencies would
then be in the build.gradle or in 3rdparty directory. 

Its not a problem if we have the .js checked in, we just have to make sure that we account
for it in the LICENSE file (RM NOTE: [~kevints], [~wfarner]). 

getting to 'b' is a nice goal, but will add an additional dev dependency on installing bower
which I think is a good topic for dev@ to discuss 353 and if we want to introduce that or
just continue with 'a'.
