Currently, some commands that operate on specific instances of a job take --instance options.
Instead, they should take a shard specifier that's similar to a job-key. So instead of

  aurora job kill west/someone/test/foo --instances 1,3-5,7-19

You'd write:
  aurora job kill west/someone/test/foo/1,3-5,7-19

This new syntax should be supported by all commands that operate on instances, including (at
least) restart, update, kill, and run.
